One of the things across the US government that we’ve had as goals for a global democracy promotion program is circumvention tools to get around authoritarian regime’s control of the information environment for their citizens, most probably one being, of course, the great firewall of China, but also repressive governments like Iran, North Korea, increasingly so Russia.
