So nowadays, the national security concerns mostly focus on the hardware part because it’s tangible and also the most advanced form of cryptography and AI and whatever code relies on specific hardware capabilities. And so, even if the code is all published on GitHub, it does someone no good if they have no access to the corresponding chips to run such code. It may still run, but it may take like 1,000 years, which doesn’t matter at that point, right? So, of course, in terms of chips versus code, of course, restriction exists. Hardware is the only feasible option if you’re going to restrict that.
