Well, as I mentioned already, national secrets, privacy concerns, trade secrets, and so on. Basically because it’s founded on open data and open source, if by law, there are certain data that just must not be made open, then of course, it’s very difficult to fork that. In my office, there’s many ministries that send secondments to my office to work in a collaborative fashion. So we have a lot of ministries: Interior, Communication, Education, Justice, Foreign Affairs, Public Diplomacy — you name it. But the Ministry of Defense never sends anyone. So I think that says something about what sort of projects may not be that easily forkable.
