Part of that maybe is that. And I certainly can’t speak for the Ma Ying-jeou administration. But I think partly it is also because, at the time, there was a kind of global hope that by including more and more into the World Trade Organization, and the free trade kind of rule of law and international norms, the PRC itself will democratize. So around the turn of the century, many people actually believed that, and I’m sure some of them still believe that. And so it was under a very different political atmosphere, is what I’m trying to say.
