For example, our counter disinformation strategy, it’s based on the idea of “humor over rumor.” And humor over rumor simply means that whenever there is a trending rumor, a conspiracy theory or something, within a couple of hours, you will see the PO of the Ministry of Health and Welfare roll out a new cute Shiba Inu meme that dispels the rumor. But how would we know, within a couple of hours, what’s going to trend as disinformation, especially when it’s traveling end-to-end encrypted channels–in Taiwan it’s called Line, but it’s like WhatsApp or Signal, right? So there’s no way for the state to peek into people’s end-to-end encrypted conversations.
