If they are not-for-profit, chances are they will take the AGPL deal. This is what we have seen for many utilities, such as the Pol.is, which is what we use for crowd consensus. They use AGPL precisely for this reason. Basically, people can improve on it, but they have to share their changes. If they want only to use it in a commercial fashion, they probably have to pay up. It’s called dual licensing.
