If a referendum proposers are doing it in secret, first of all, I don’t think it will mean that the PRC won’t know about it. It’s very likely the PRC will know about it anyway. The second thing is that the countersigning, the signature collection part of the petition, is meant to have people talking about this issue. You can’t really do it in secrecy.
