They can be connected by a shared question, but when we started, we were not entirely sure that we should start with a random sortition, mostly because, first, there’s no culture for it. There’s no jury system in Taiwan. We’re just starting to introduce one, so it’s experimental, and people don’t have any prior experience to sortition.
