We telephone, email, or contact the petitioner. We work them to refine their language. We invite the stakeholders named. In each of the petition, we have pro and con columns. We collect the best ideas, again, voted by the general populace and map them into what we call issue-based mapping, which lists the pro and con points of this proposal.
