One of the constraints we have as a privacy-preserving technology that takes that very seriously is that we don’t collect analytics, so we have very limited information on how people use Signal. We know when they registered, their country code, the last time they accessed Signal. And that’s it. But even saying we know that “about people” is actually incorrect. We know that about phone numbers that register a Signal account. So, there are a lot of gaps between the type of knowledge we would want to have to be able to improve Signal and make sure it’s working, make sure the localization makes sense, make sure that it’s functioning in a way that meets the norms and the knowledge we do actually have in the form of use data.
