The first step in conducting the agile governance cycle is “goal setting” – to set out what value we want to achieve through governance. Nowadays, there are a variety of goals to be achieved, including not only economic growth, but also human rights, sustainability, or inclusion, etc. In addition, the number of stakeholders related to these goals has become very large and difficult to identify sometimes. So, in some cases, the interests of stakeholders may conflict with each other and it is difficult to reach a consensus among all stakeholders.
